A: The growing number of ATV-related deaths and injures are attracting attention both in Oregon and nationally. The number of people who are killed and injured in ATV crashes continues to grow, but crash reports indicate that nearly all of these incidents are preventable. The goal of online ATV safety education is to develop safe, responsible riding behaviors to reduce ATV-related deaths and injuries in Oregon.

A: Class I ATV, as defined in ORS 801.190 is a motorized, off-highway recreational vehicle 50 inches or less in width with a dry weight of 800 pounds or less that travels on three or more low pressure tires, has a saddle or seat for the operator and is designed for or capable of cross-country travel on or immediately over land, water, sand, snow, ice, marsh, swampland or other natural terrain. Most riders refer to a Class I All-Terrain Vehicle as an ATV or quad.

A: Class III ATV, as defined in ORS 801.194 is an off-highway motorcycle with a dry weight of 600 pounds or less that travels on two tires. Most riders refer to a Class III All-Terrain Vehicle as a dirt bike.

A: A Class IV ATV, as defined in ORS 801.194 is 75 inches wide or less at its widest point, has a dry weight of 3,500 pounds or less, has non-straddle seating, has a steering wheel for steering control, and travels on four more tires designed for off-road use only.

A: There is no charge for the online safety course or the ATV Safety Education Card. There will be a small $8 fee if you lose your card and request a replacement card.

2.	Study each chapter in the online ATV Safety Education Course.
3.	Each chapter concludes with a quiz. The chapter quiz must be successfully completed with 100% accurate answers before progressing to the next chapter. All chapter quizzes must be complete prior to starting the final ATV safety education exam.
4.	Successfully complete the final Oregon online ATV safety education exam. The exam includes 50 multiple choice questions. A passing score is 80% correct.
5.	Print your temporary ATV Safety Education Card. You will receive your permanent card in the mail within 30 days.

A: No. A single ATV Safety Education Card is good for both. During the sign-up process click on the appropriate riding preferences.

A: Yes. Effective January 1, 2014, all operators of quads and three-wheel ATVs (Class I ATVs) and off-road motorcycles (Class III ATVs) must have an ATV Safety Education card when operating on lands open to public use. If you are supervising a person 15 years of age or younger while they are riding an ATV or dirt bike, you will need to carry your ATV Safety Education Card. Remember that youngsters 15 years old and younger are required to have an adult with them who can provide immediate assistance and direction. If you are that adult, you will also need to have your ATV Safety Education Card with you.

A: There is no minimum age for riding a Class I ATV in Oregon. The minimum age for dirt bike riders is seven years old.

A: Beyond the minimum age operation requirement for dirt bike riders, there is no minimum age for taking the online safety course. However, the study guide and testing materials are written at an eighth-grade reading level. As a result, we strongly encourage parents to go through the course materials and test with their child/children. Parents who pass the test will receive their ATV Safety Education Card as well. Even parents who choose not to take the final test find the course both informative and enjoyable.

A: A parent or supervising adult and up to four youth 15 years of age or younger may be certified by taking a single test. However, if a parent is assisting more than four youth, a separate test must be completed for any additional children 15 years old or younger. During initial account set up, a parent or supervising adult will be able to create a family account and add youth to their course account. Each additional adult and youth 16 and older will need to take the online course for themselves.

A: The family account process requires that an adult (18 years of age or older) complete the course and final exam for themselves and up to four youth before other family members, such as your third child, can begin their course work.

A: Yes. The Oregon online ATV safety education course will provide you and your children with Oregon-specific rider safety information. Upon passing the test you can report if your child has already completed such a recognized hands-on training program. You can download a request form and directions HERE

A: The safety exam will include 50 multiple choice questions.

A: A passing score is 80% correct.

A: You will have two opportunities to take the exam. If you fail the exam twice, the system will send you back to the beginning of the course.

A: A student can expect to spend between one and two hours to for the entire online process.

A: No. However, you will be timed out of the website after 30 minutes of inactivity (e.g., no scrolling, key strokes, or mouse clicks). If this happens, you can simply log back into the system and reenter the course where you left off.

A: If you are 16 years old or over you are only required to have a valid drivers' license to operate a Class IV ATV in Oregon – just as it is with Class II jeeps and trucks. Youth 15 and under may operate a Class IV vehicle if they comply with the manufacturer's age recommendation. These youth must pass the on-line safety course and receive hands-on training as well. If the vehicle has no manufacturer's age recommendation then the operator must be 16 years old or over with a valid driver's license.

A: Yes. On August 15, 2007, Oregon Governor Ted Kulongoski signed into law a bill requiring safety education for all persons operating a Class I (ATV or quad) or Class III (dirt bike) ATV for recreational purposes on public lands. Training requirements were phased in over in a period from 2009 to 2014. Starting January 1, 2009, all youth 15 years of age and younger must complete online safety training. Since these youth must also be supervised by an adult who is at least 18 years old while riding in Oregon, any adult supervising a youth must also complete the online safety course by January 1, 2009.

A: No. Currently online ATV safety education is not required for operating a dune buggy, sand rail, jeep, 4x4 truck, or Sport Utility Vehicle (SUV) off-road in Oregon. However, the operator must hold a valid driver license.

A: No. You do not need to take the online safety education course if your ATV or dirt bike is being used exclusively in farming, agricultural or forestry operations or used by a person licensed under ORS chapter 571 exclusively for nursery or Christmas tree growing operations or is being used on land owned or leased by the operator of the vehicle.

A: Yes. The following exemptions apply.

1.	If you are coming into Oregon from another state or country, you can meet the safety education requirements by completing an ATV Safety Education Course in your resident state or country and carrying proof of completion on your person when riding on lands open for public use.
2.	If renting an ATV or off-road motorcycle, you can meet the safety education requirements by completing a safety checklist administered by the rental business and carrying proof of completion on your person when riding on lands open for public use. The safety checklist is a temporary 30-day operator permit.
3.	If purchasing a new or used ATV or off-road motorcycle from an authorized dealer in Oregon, you can meet the safety education requirements by completing a safety checklist administered by the dealer and carrying proof of completion on your person when riding on lands open for public use. The safety checklist is a temporary 30-day operator permit. Following this 30-day period, you will need to complete the online ATV Safety Education Course and carry an ATV Safety Education Card when riding on lands open for public use.

A: In order to challenge the course, you need to be at least 16 years of age with five or more years of riding experience. Start the account setup from the Quick Links – Challenge the Course page, after creating your account you will be given the option to take the Challenge the Course exam or take the entire course. If you meet all minimum requirements and agree to the testing conditions, you will be given one opportunity to bypass the study materials and take an equivalency exam. If you pass the exam with a minimum score of 80% correct, you will be issued an ATV Safety Education Card. If you fail the exam, you will be sent back to the standard online course including reviewing the study materials, taking chapter quizzes, and passing the final exam.

A: After successfully completing the online safety course, students will be able to print a temporary card that can be used while waiting for their plastic, wallet-sized ATV Safety Education Card to arrive in the mail. Riders must carry either a temporary or permanent ATV Safety Education Card on their person when operating an ATV or dirt bike on lands open for public use. Temporary cards are valid for 30 days after completion of the course. If you do not receive your permanent card within 30 days call 1-877-7Safely.

A:No. Our rules limit each rider to one single plastic wallet sized ATV Safety Education Card. If you lose your card, please login and complete the request a replacement card process. The cost of a replacement card is $8.00

A: Yes, all non-residents riding in Oregon are required to take the online ATV safety education course and carry an ATV Safety Education Card. They are exempt if they possess another state or country's ATV Safety Education Card.

A: No. Renters are exempt but must complete a safety checklist administered by the rental business. Renters must carry the completed checklist on their person while riding on lands open for public use.
