From Another State?

If you are from another state or country and wish to ride a Class I (quad) or a Class III (off-road motorcycle) in Oregon, you can comply with mandatory safety education requirements by doing any of the following:

  1. Completing the Oregon Online Safety Education Course and carrying an Oregon ATV Safety Education Card on your person when riding on lands open for public use.
  2. Complete a state-issued ATV Safety Education Course in your home state or country and carrying proof of completion on your person when riding on lands open for public use. Oregon currently accepts state issued ATV Safety Cards from the following states (which are subject to change as circumstances change): Arizona, Idaho, Indiana, Iowa, Massachusetts, Michigan, Minnesota, Montana, New Hampshire, New Mexico, Pennsylvania, Vermont, and Wisconsin.
  3. If renting a Class I or Class III vehicle, when you do not possess an ATV Safety Card, completing an ATV Rental Safety Checklist form administered by the rental business and carrying proof of completion on your person is required when riding on lands open for public use. The ATV Rental Safety Checklist includes a temporary operating permit that is valid through the duration of the vehicle rental (30-day maximum).

ATV Permit Reciprocity

There are 18 states we have reciprocity with. If someone has a current Permit from one of these States, it is accepted in Oregon and Oregon’s ATV Permit is accepted in their state.
